On the evening of April 13, 2014, Acting President of Ukraine Oleksandr Turchynov announced in a televised address that the National Security and Defense Council (NSDC) of Ukraine had decided to launch a large-scale anti-terrorist operation involving the Armed Forces of Ukraine in the eastern and southern regions of the country.
The authorities demanded that protesters vacate the seized buildings and lay down their arms by April 14, but this ultimatum was rejected.
